The following are the duties of this position at the full working level.
  • Serves as senior project manager for the planning, development, coordination, and implementation of customer relations and continuity of operations projects that impact multiple organizations and/or IRS locations. In this role, he/she may administer and safeguard data collection for emergency and incident management impacting up to 80,000 thousand IRS employees. Provides key input to leadership and team members and ensures all project tracking and documentation aspects are completed accurately, thoroughly, and timely.
  • Responsible for developing and managing the initial design of new program activities, and may coordinate and consult with Department of Treasury, FEMA, Homeland Security, and private industry sources. Represents the IRS interests and coordinates the impact of the projects with employees and managers in all affected areas within the Service and with individuals and organizations outside of the Service.
  • Responsible for monitoring the progress of projects/programs and updating all project control systems used by SCR-CO. As needed, conducts reviews of projects/programs with SCR-CO scope impacting performance measures, incident and emergency management standards and records management assigned to others within the business units to ensure compliance with all customer requirements. Provides OJI (on-the-job-instruction) to other analysts/specialists in business units with responsibility for reporting business performance measures and incident and emergency management data with SCR-CO impact as needed.
  • Utilizes the full range of project management skills in the accomplishment of work assignments. This includes addressing such areas as compliance/integration with organizational goals and objectives; workload and work-flow issues; impact to staffing levels; timelines; coordination with IT (Information Technology), and identifica-tion and coordination with all other program specialties involved in the implementation, execution, and tracking phases. Identifies all problems encountered pertaining to resource, funding, and/or project requirement issues.
  • Responsible for the planning, development, coordination, implementation, and assessment of assigned SCR-CO projects/programs. Proactively consults with leadership at all levels to identify/define customer needs and requirements relative to employee compliance with safety, security, incident and emergency man-agement protocol. Monitors project status and adjusts work plans for project accomplishment.


Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience in leading major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, to accomplish complex projects or studies broad in scope and magnitude. Experience with the application of a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience with management principles and processes to perform project management duties to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; Experience with oral and written communication. Experience editing and proofreading using multiple content management systems.

AND

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
