The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
  • Serves as key advisor to the Director in planning the overall management policies, programs, and short or long-range plans.
  • Directs activities of subordinate analysts on teams applying life cycle processes and procedures from concept
    formulation through deployment.
  • Represents the Director at high-level meetings with executives from the National Office, field, other
    government agencies, Congressional Staff, and private vendors. Make commitments in principle on behalf
    of the Director and/or the Service.
  • Independently, or as a leader of a group, undertakes special projects and studies for the Director as related to
    the more complex facets of IRS business systems modernization.
  • Supports operational and technical standards, procedures, practices, and controls relative to delivering IT
    modernization by involvement in and support of the Enterprise Life Cycle, performance metrics and
    contractual standards.

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:

SPECIALIZED EXPERIENCE: GS-15 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience with business operating division, and/or human resource programs, and of the interrelationships among these programs to research problems and issues; Experience with operations, organizations and procedures sufficient to determine appropriate action to take and the ability to communicate and apply this knowledge as needed; Experience with interpretation of relevant laws, regulations, rulings, policies or procedures in order to research and advise on specific questions or problems; Experience communicating orally and in writing on a multitude of subjects and to meet and deal effectively with a wide range of co-workers, executives and leaders within and/or outside the Service; Experience with Services mission, organization, policies, practices and procedures, including the program areas specific to the Business Division.


MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.


TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
