The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to 452 CS/SCOS.

  • Plans, organizes, and directs the activities of 452 CS/SCOS, ensuring that Communications Focal Point (CFP) complies with legal and regulatory requirements and meets customer needs.
  • Exercises supervisory personnel management responsibilities.
  • Represents 452 CS/SCOS with a variety of installation and functional area organizations.
  • As a senior IT specialist, participates in management discussions, meetings, committees, or special projects.

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11 (or equivalent in other pay systems) which includes experience with utilizing management of all activities of the assigned Client Systems and Services Technicians at the Communications Squadron; supporting multi-classification Information Technology services for customers aboard the base by applying IT policies/procedures as directed, develops performance standards and rates subordinates' performance; advises employees on work and administrative matters; implements methods and procedures to improve organizational performance; and identifies and provides for employee training and development.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.
2. Knowledge of network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at base level. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems.
3. Ability to plan, organize, and direct the functions of a small staff and carry out all phases of personnel management responsibilities. Ability to effectively perform in a leadership role within a team comprised of military, federal civilian, and contract employees from within and outside of the
employee's work center and unit. This includes effective interpersonal skills, as well as the ability to recognize and assume informal leadership and followership roles as appropriate to the team tasking and dynamics. Knowledge of safety and security regulations, practices, and procedures for ensuring the safeguarding of classified information.
4. Ability to communicate effectively, both orally and in writing. Skill in developing new or modified work methods, processes, or information protection procedures; and ability to develop and articulate technical direction and approaches to formulating interoperability plans, implementation plans, and contingency plans involving communications and connectivity between major command and control systems; proficiency in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
5. Advanced knowledge and skill in identifying, analyzing, articulating, and executing program goals and objectives, work processes, and administrative operations of the organization in support of major issues and operational challenges. Ability to clearly and effectively discuss and present program objectives, managerial tasks, and technical information verbally and in writing to management and professional personnel at all levels within DoD and other government agencies within timelines prescribed by regulation or management.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.This job does not have an education qualification requirement.
